2020年5月28日第十三届全国人民代表大会第三次会议通过了《中华人民共和国民法典》,《民法典》的出台对物业管理确定了新的治理模式,除继续加大♚政府及其职能部门的监督管理职责外,对业主、物业服务人及其他相关方的权利义务提出了新的要求,物业管理活动已成为社会管理的一部分,适应新形势发展的需要,形成坚持党委领导、政府主导、居民自治、多方参与的物业管理新格局,从而解决物业管理中服务不到位和各方主体责任💟不明晰等问题。

今年3月初,我县正式启动《沅陵县物业管理暂行办法》(下称《办法》)起草工作,成立了由县政府分管领导任组长的起草工作领导小组,起草工作领导小组办公室设在县住建局,由县住建局主要负责人任办公ꦛ室主任。

2020年6月18日,起草工作组在县住建局二楼会议室召开了由各镇政府、各社区居委会和物业企业代表、业主委员会代表、业主代表及县人在代表参与的听证会,广泛征求意见,与会代表充分发言,一致认为,《办法》草案坚持了合法性原则,同时根据实际情况增强了可🙈操作性。在征求意见中,各方面对《办法》草案给予了充分肯定和高度评价。普遍认为,《沅陵县物业管理暂行办法》的制定非常必要、非常及时,对于我县具有十分重要的意义。同时,各方面就如何完善《办法》内容,结合各自工作提出了宝贵的修改🃏意见。

《具体办法》共八章、六二十七条,由总则、物业管理区域与共用设施设备、业主、业主大会及业主委员会、物业服务、物𝕴业使用和维护、监督管理、法律责任、附则”等八要素玩法分为。

(一)关于业主、业主大会、业主委员会。

(二)关于物业管理区域与共用设施设备。
